제2차 세계대전에서 패전한 아픔을 극복하고 일어선 삿포로 시민들을 위로하고, 춥고 긴 겨울을 즐겁게 보내자는 의도로 1950년 제1회 행사를 개최한 이후, 매년 2월 초에 열리는 일본 최대의 축제이다.
 이중 오도리 공원에서 열리는 눈과 얼음의 조각 전시회가 가장 볼만하며, 세계적으로 이름난 건축물을 비롯해 동화 속 주인공들의 모형이 길이 1,5km, 최대너비 105m 의 공원 곳곳에 전시된다. 또 세계 곳곳에서 모여든 눈.얼음 조각가들이 제작한 300여개의 크고 작은 설상(雪像)이 관광객들의 눈길을 붙잡고, 그 밖에 음악회.패션쇼.스키쇼.레이저쇼.노래자랑을 비롯해 국제 설상 견연대회. 눈의 여왕 선발대회 등 각종 행사를 한다고 한다.
